Prior to the formation of the Senate Select Committee on PoW/MIA Affairs, the Senate Republican Staff of the Foreign Relations Committee did an in-depth study on the POW/MIA issue. Just after President Clinton was sworn in for his first term, a Harvard Researcher unrelated to the POW issue discovered a document in the archives of the Former Soviet Union. This document, a Russian translation of a report to the North Vietnamese Politburo in September 1972 by Deputy Chief of the General Staff of the Vietnamese Peoples Army, General Lieutenant Chan Van Quang. It shows beyond doubt that the Vietnamese never intended on returning all American PWs back to US control. View the Quang 1205 Document Here!
Although the Clinton Administration's knee jerk reaction was to classify this document, the researcher that uncovered it gave it to the New York Times as well. So now the Clinton Administration had to trash the document. But. . .
