A plan to generate income for the financially ailing Soldiers' and Airmen's Home in Washington has been derailed by the Roman Catholic archdiocese, which successfully lobbied Congress to force the home to sell land to the church that the home had hoped to develop.    Supporters of the Soldiers' Home say the congressional action threatens the survival of the historic facility, home to more than 1,100 elderly veterans.
