Major overhaul of GI Bill proposed
Recommendations include paying full costs of any college

WASHINGTON, Jan. 14 - A congressionally appointed commission recommended Thursday the first major overhaul in veterans benefits since World War II, including improvements in two of the most popular of all government programs: the GI Bill=92s educational program and home loan guarantees.
