WASHINGTON, D.C. -- Chairman Bob Stump (R-AZ) and Ranking Democratic Member Lane Evans (D-IL) of the House Committee on Veterans' Affairs have introduced a measure that would speed construction of a World War II Memorial by giving the American Battle Monuments Commission's authority to borrow funds from the U.S. Treasury for a brief period.
Chairman Stump predicted the Commission will borrow less than $15 million and repay the funds in two or three years. The Commission will pay interest on the amount borrowed.
If the Stump-Evans measure is signed into law, the Commission could break ground on the Mall as early as Veterans' Day in the year 2000 and finish construction in three years. The World War II Memorial Completion Act would codify the Commission's existing fundraising-related activities. Chairman Stump is a U.S. Navy veteran of World War II's Pacific theater.
